Senapati Rally Demands Scrapping of SoO Agreement, Removal of Assam Rifles and Nemcha Kipgen’s Resignation
A rally in Senapati organised by Naga bodies demands scrapping of the SoO agreement, withdrawal of Assam Rifles, implementation of the September 26 agreement and Deputy CM Nemcha Kipgen’s resignation.

SENAPATI, October 31, 2026: A public rally organised by the Senapati District Apex Body on Saturday called for the immediate abrogation of the Suspension of Operations (SoO) agreement with Kuki militant groups, implementation of the September 26 Guwahati agreement and withdrawal of Assam Rifles from border areas and conflict zones.
The rally was held at Traffic Point in Senapati under the aegis of the United Naga Council (UNC). It was organised by the Naga People’s Organisation (NPO), Senapati District Students’ Association (SDSA) and Senapati District Women’s Association (SDWA).
Participants also demanded the immediate resignation of Manipur Deputy Chief Minister Nemcha Kipgen.
The demonstration was held in support of the mass rally organised by the Coordinating Committee on Manipur Integrity (COCOMI) in Imphal on Saturday. The UNC had extended support to the Imphal rally and called on Naga organisations to organise parallel demonstrations at hill district headquarters.
UNC Raises Concerns Over Security and Ancestral Land
Addressing the gathering, UNC president NG Lorho said Naga communities across the hill districts had united to defend their ancestral land amid the prevailing conflict in Manipur.
“We are the owners and guardians of our land from time immemorial,” he said, asserting that the community would continue to uphold its ancestral rights.
Lorho alleged cross-border involvement by the Kuki National Army-Burma (KNA-B), describing it as a threat to national security and indigenous communities in Manipur.
He also accused Assam Rifles of acting in a partisan manner in Naga areas, alleging harassment, intimidation and the disarming of village volunteers. Claiming that the force had lost public confidence, he demanded its withdrawal from border areas and conflict zones, with neutral forces deployed in its place.
Demand for Abrogation of SoO Agreement
Questioning the continuation of the SoO agreement, Lorho alleged that Kuki militant groups were using the arrangement to carry out attacks on Naga villages, displace civilians and occupy ancestral lands.
He also raised questions over the functioning of designated SoO camps, claiming that only one cadre was present at the Mount Sinai camp, against the 150 reportedly required under the agreement's ground rules.
“The Suspension of Operation Agreement has become a licence to kill innocent indigenous people,” Lorho alleged.
Seeks Deputy CM Nemcha Kipgen’s Resignation
Referring to the abduction and killing of six Naga men, Lorho cited remarks reportedly made by Deputy Chief Minister Losii Dikho on October 28 and alleged links involving the Kuki National Front-President (KNF-P), which he said was headed by Thangboi Kipgen, husband of Deputy Chief Minister Nemcha Kipgen.
Questioning Nemcha Kipgen’s continuation in office, Lorho alleged a conflict of interest and demanded her immediate resignation.
Calls for Implementation of Guwahati Agreement
Lorho further called for the effective implementation of the September 26 tripartite agreement signed by the Government of India, the Government of Manipur and the UNC.
He said continued violence had raised concerns over the commitments made during the Guwahati talks.
During the rally, the UNC also submitted a memorandum addressed to Union Home Minister Amit Shah through the Deputy Commissioner of Senapati, placing its demands before the Central Government.
